The problem this solves
The memorandum requires watering and protection for at least five years and half-yearly reporting on area, species, survival rate and maintenance. A belt planted correctly and then abandoned fails its first survival audit, and the cost of replanting is carried at exactly the moment a consent renewal is pending.
