Stage one

Obligation assessment

We establish, in writing, how much green belt your project is actually required to have — reconciling the 2025 memorandum, your environmental clearance conditions and your state board's consent conditions, which frequently disagree.

The problem this solves

Three instruments can bind the same plot at once, and they rarely produce the same number. The memorandum of 29 October 2025 sets tiers by pollution potential. Your clearance conditions state whatever the appraisal committee decided. Your consent to operate may still carry a standing 33% condition that predates all of it. Most projects discover the gap at renewal, which is the worst possible moment.

What you get

  • The applicable figure, with the paragraph and instrument it comes from
  • A reconciliation of your clearance conditions against your consent conditions
  • Measurement basis established — plot area against open available land changes the answer materially
  • Any critically or severely polluted area override identified
  • Where an ex-situ or off-site route is available to you
  • The shortfall against what is already planted on site

What this does not cover

  • We do not prepare environmental impact assessments — that requires a NABET-accredited consultant
  • We do not represent you before an appraisal committee
